No fear, the monsters arrive!

THE MINISTRY OF ECONOMIC DEVELOPMENT ASKED 13,5 BILLIONS IN MILITARY ORDERS IN THE RECOVERY FUND AREA

FRANCESCO CAPPELLO

The state of things in our country
Quasi 5 million inextreme poverty, circa 9 million inrelative poverty14 million the inactive who have given up looking for work or are dedicated to training, 2 millions of unemployed; The 12% of those who work are on the poverty line due to too low wages, 4,3 millions of part-time workers of which 2 out of 3 not by choice but because forced. Meanwhile theindustrial production has almost halved. The tourism sector and its related industries reduced to the limit. Companies at risk of default with the coronavirus are The 65% of Italian SMEs; More than8 millions of workers on layoffs while, as you know, the term of the ban on dismissal imposed by the government will end, unless extended, at the end of the year. In the meantime, the first measures begin in the name of the resumption of structural reforms in the wake of our now sad tradition: quota 100 is being dismantled (the Fornero law has never been repealed) and the first attacks on the so-called citizenship income begin. Looking ahead, a resurgence of primary surplus policies is now foreseeable for almost thirty years.
Rather than concrete and immediately viable solutions capable of enhancing our immense endogenous resources (you seenational salvation plan) the government is thinking of further borrowing and chronicizing the external constraint which has at least two fundamental components: EU membership together with that which binds us to US-led NATO and its programs. Rather than investments in public spending such asresponse to internal needs vice versa it appears natural, in the current system of things, take advantage of this opportunity to further fuel the military spending sector.

Plan“Next Generation Eu” presented by the President of the European Commission Ursula Von der Leyen in Brussels, as you know, provides for a fund from 750 billions of euros to revive the economy in response to the crisis triggered by Covid-19. Most of these are funds (Recovery Fund RF) which will be collected on international markets and for the rest the result of a refinancing of the European budget by the EU countries which, in order to honor it, will be forced to increase the taxes they impose on their citizens.
Always that the threatened veto of some countries like Holland, Czechoslovakia, Hungary do not impose a blockade of the RF, it will be up to our country 127 billions of loans that we will have to honor with the due dates and 82 billions from refinancing by individual states, including ours, of the European budget (they give us back our money in a very large part ...). To take advantage of this apparent goodness, such only for fools, In any case, Italy is called upon to submit a spending proposal to the EU, accompanied by the promise of reforms (structural adjustment plans tears and blood) demands from Brussels according to the criteria of the agreement reached last July in the European Council. This choice of asking and accepting conditional loans to creditors who are otherwise privileged appears today all the more paradoxical if only one reflects on the fact that government bonds 5 years that Italy manages to place on the market are even at a negative rate! Between March and July of this year, new securities were issued independently by our country for a value of 110 billions, all absorbed by the BdI and the ECB! The latter transfers to the state the interests it accrues in this operation. The supply of our securities is always lower than the demand; as we know, they do not involve conditionalities such as those to which one undergoes with the loans of the RF.
Gods 209 billions (127+82) del Recovery Fund (funds for recovery), due to Italy, according to the planning of the Ministry for Economic Development MISE, inscribed inRecovery and Resilience Facility13,5 billions will be spent on "defense and security". They will be broken down into the so-calledspace economy(a disguised process of further militarization of space) which concerns the implementation of space logistics infrastructures ranging from satellites to space stations (1 billion to be spent in public / private partnerships - see details 2) including the exploration of space which, with theArtemis program (Undersecretary Riccardo Fraccaro with responsibility for space policies has signed an agreement with the NASA administrator, Jim Bridenstine involving Leonardo / finmeccanica), will bring the first woman to the moon ... and intostrengthening of the national aerospace industrial chain, defense and security (see details 1) from the helicopter of the future, to the sixth generation fighters up to the future European ship but, attention, all advanced technologies, strictlygreen so that such military development plans, which will be subjected to the scrutiny of the top at the Interministerial Committee for European Affairs (Sparta) have no difficulty getting promoted, approved and finally financed with borrowed money without this creating alarm about the increase in public debt that will ensue. To nobody, Furthermore, it seems strange to talk about environmental sustainability when talking about these increasingly sophisticated air combat systems. Military fighters burning around 16 thousand liters of fuel per flight hour, by introducing huge quantities of combustion products into the air, including together with the infamous CO2, carbon monoxide (CO), oxides of nitrogen and sulfur, the fine particulate matter (PM) that is the dangerous fine dust, without taking into account the devastation of urban environments and natural ecosystems that these highly sophisticated machines of devastation are capable of causing. The images of the video games with which we are raising entire generations of young people are very realistic. Here is a very educational example

or perhaps it is better to take a look at the images of cities devastated by the royal war

The recipients of these investments, in all likelihood, they will be to a large extentThalès-Alenia Space and Leonardo. The resources of the Recovery Fund that will further borrow the country will be used to increase spending on some defense technology programs according to the
planning of the MISE inscribed in the RECOVERY & RESILIENCE FACILITY (see details 2):

Goal of the projectis to allow the sector a technological leap in research, in innovation and in the construction of dual platforms with very high performance, with reduced environmental impact, total cyber security and digital innovation: new generation helicopters (in response to the US FVL program, sixth generation aircraft, advanced submarine technology, cross-sector unmanned technology, I.A., navi).
In the former 2 years the industrial research phase, starting from existing platforms in order to make the solutions immediately industrializable, has an estimated cost in 5 billions, split between several major projects: helicopter of the future (FVL), plane of the future (hypersonic, tempest), european future ship (green vessel), cyber and advanced electronics, tecnologie unmanned, space and satellite technologies), with an attention to be paid to the PMI supply chain. The remaining ones 7,5 billion refer to experimental development activities, prototyping and eventual certification.

in this way the sector will be protected, preventing it from suffering any crisis due to the current negative contingency

Overall, the amount corresponds to the turnover of one year of the national sector industry or to the recovery of an estimated average annual loss equal to one sixth of the turnover, to be recovered in the six years of action of the plan.

Italy thus hopes to participate in the US helicopter programFuture Vertical Lift of Sikorsky, he Raider X, for example, with which the United States Army intends to replace its fleet of helicopters that will be able to fly much faster than any other (but to 445 km/h), equipped with unprecedented maneuverability for this kind of vehicles that will now be able to stop in very short times and spaces, take off with the nose facing the sky or move with the nose facing down, promising the protection and lethality deemed necessary to lead to military victory in future conflicts, in which cyberspace and the use of artificial intelligence for assisted and automatic piloting will be the protagonists. On the markets in the meantime these expectations, all positive in the eyes of investors, they did "win" the titleLeonardo strengthening it considerably.

Among the sixth generation aircraft, candidates to replace the Eurofighter from 2035,it tempest, the new fighter that the industries of Italy, Great Britain and Sweden (*) they want to develop. It would be the first Italian fighterstealth(Invisible) able to operate even without crew on board and / or co-managed by shore operators, capable of launching hypersonic missiles towards mobile targets as well as guiding and coordinating swarms of micro-drones on the assigned targets being able to process all the data of acombat cloud (big data) coming from different information channels, terrestrial, naval, with the aid of artificial intelligence and transmit them in real time to the pilot through an augmented reality interface set up for graphic display directly in the viewer of the pilot's helmet.
There is already a prototype of it that comes from a collaboration between British Aerospace-Bae Systems, Leonardo-Finmeccanica and the Swedish Saab competing with thesistema Future Combat Air System FCAS, they are developing, in an evidently antagonistic way, France, Germany and Spain.

Civilian and military ships
The European Commission also recognizes the strategic importance of the shipbuilding sector and it seems willing to encourage the production and use of modern ships by promising the investments necessary for the "green" transition of European ships (green vessel) and the implementation of advanced submarine technology but within the framework of the objectives of safe environmental sustainability set for the next decade.

In the meantime, no one seems to think about the defense from the colonization process suffered by our country by foreign companies and countries. We leave, indeed, that the very factors of production are sold off, pillars of the Italian economic infrastructure, against the constitutional provision inscribed in the articles 52 which encourages the defense of the homeland as a sacred duty of the citizen and in art. 43 which calls for those to be ensured to the national interestenterprises or categories of enterprises, that refer to essential public services or energy sources or monopoly situations and have a pre-eminent general interest of a strategic nature as recently denounced by former vice president emeritus of the Constitutional Court Paolo Maddalena and magistrate of the Court of Auditors. The port of Trieste, after being privatized with a law of 94 proposed by C.Azeglio Ciampi, is now being acquired by a German company thereHamburger Hafen und Logistik AG - HHLA which therefore holds the majority share and the port of Taranto is in a rapid course of "entrustment" to the Chinese. The same fate seems to risk other Italian port areas. When will the first transfers of airport stops be made?? It reminds you of nothing already suffered by some of our neighbors?

(*) Companies engaged in the development of air combat technologiesthey include the UK's leading defense companies: Bae Systems, Leonardo Uk, Rolls-Royce and Mbda Uk and the Italian Leonardo, Electronics, Avio Aero and Mbda Italy and for Sweden, Saab e Gkn Aerospace Sweden.
